The problem for Ukraine is that, pretty much everyone under the age of 18 left before their 18th birthday. Everyone over the age of 25 is either in the military, working in logistics, or unfit for service. The few men in the 18-22 bracket who didn't escape, all left recently when they opened the border. That really just leaves a few 23-24 year olds who were over 18 before the war, and over 22 now, so they couldn't leave when they eased travel restrictions recently.
