No. Even if you make the arguments that porn is bad for you for various reasons, the law SHOULD be "ban porn" and then should be applied evenly for the betterment of society as its intended goal due to well researched information on the effects of pornography on a populace, or it should not be banned at all and be left alone for the sake of developing a the culture of that populace.
These half measures don't fix the core issue and they don't allow unmitigated development of the culture. On top of that, the specific instance you're referring to of Collective Shout influencing a payment processor to undermine the government only serves to undermine the government as stated on the tin while also controlling the narrative they like. It's not a due process, and it's not even aiming for the intended good that you want from banning porn. It's just being used as a weapon to make sure anything that goes against the messaging as a means of controlling and removing it.
You're making a fatal assumption that because it kinda sounds like a step in the direction you want society to go in, that overall it's good, when that's definitively not the case.
