Calling any of those countries weak or ineffectual is a disservice to them. The only one that could genuinely be called mixed-race was the USSR, but that was jewish commissars forcing Slavs into pitched battles at gunpoint so it was more of a one-sided racial stew than a soup. But it was a pyrrhic victory at best, even discounting the miserable state of the world today and the fact that the majority of those who served the allies regretted their contributions. The largest empires and virtually every country on the planet united to destroy a country the size of Texas, and they very nearly lost. That is like forming a 30-man posse to kill one man and getting thrashed before narrowly winning.
