I wish it wasn't. I asked CopepilotgeminiPT to give me a simple vbs script to encode a .csv file into an UTF-8 one.
It utterly fails. Then I asked again. And again. And again. And again. No matter how many times it tries to correct itself, it just doesn't encode it into proper UTF-8.
A simple Google search gave me a working answer clean and proper in 1 minute.

It can't just be the way Japanese behave in general, it has to be the language barrier that helps. Basically when no one knows your language, it's far easier to not be a target, or less of a target.
