For anyone wondering about the monster speed across different star difficulties:
Most base optional quest version has a speed modifier of 1.00, same as most non-tempered investigations
7* and 8* Tempered has speed modifier of 1.05
9* Tempered has speed modifier of 1.08

These modifiers are multiplied on top of the Enrage Speed Modifier which is usually around 1.05 ~ 1.1
