This is complete nonsense since sticks do not fundamentally allow more motions than digital buttons let alone more precise motions, which is exactly why hardly anyone uses them anymore, fighting games were designed around sticks as a necessity for the specific hardware manufacturing standards of the arcade industry and not because they were an ideal input method, after the arcade industry crumbled in the mid-late 90's devs had no longer any reason to pretend otherwise.
