Were they really too lazy and/or broke to design original uniforms for the post-movies, pre-TNG era? It worked for the movies in an action-adventure context, but I just can't buy ships full of Starfleet officers going about their normal exploratory duties looking like stuffy naval imperialists. The most effort the production team ever put into altering these uniforms was to just remove the collar.
