It just plainly means that pulls are MUCH more valuable if you play WuWa. Even if you are a F2P that does not mean to max the characters.
0.8% ( WuWa ) vs 0.6% ( Genshin ) + Guaranteed weapon banner + WuWa gives many more free pulls each patch. Even if you are just getting a character S0R1 WuWa is MUCH cheaper than Genshin
