Now, one could argue that even if only 1.4% of them can write efficient, functional code, 1.4% of 91 million is still 1.27 million competent programmers. Problem is the other 89 million of them still exist and will claim they are competent programmers. How well can you filter them? And once any of them gets in the door, how do you prevent them from relaxing the standards so the 98.6% who are trash aren't invited in by their co-ethnics?
