Pretty much every story with a dynamic like Yoru's and Asa's, the antagonist ultimately gets separated into a unique body or form. But that hasn't been the case yet with Asa and Yoru.
In order for Yoru to be a major antagonist, she obviously needs to commit atrocities which make her hateable enough to the readers. But Asa allowing her to do that makes her look like a total pushover.
I feel like Fuji took on a challenge that's extremely difficult to pull off without putting all of the focus on those two individuals. And somewhere along the way he just realized that he's going to need to start taking shortcuts on Asa/Yoru so that he can move on with the rest of the story he wants to tell.
