You’re right that Ralsei is a lightner, but he is not Toriel’s and Asgore’s kid.
He is Asriel’s and Dess’ kid. Born in the deepest darkness. Since “Don’t forget” is about Dess being lost in the darkness and her child singing to her, and can infer to Sans’ and how his life was a constant vast of darkness of familiar people, as Papyrus is secretly present in the darkness too, as the man. The main issue we see with Papyrus and Dess is their undead states in the light world. Since they’re skeletons out there. Powerful, but still skeletons. Ralsei was in Undertale… being literal dust inside of cloth, river person. Inside of the robe of the Prince of the prophecy. They can leave but only Papyrus is able to fit in.

Let’s go back to Kris and Dess. Neither of them are goats and deers, and their parents struggled with basic concepts of raising humans. (Toriel with the book, Carol with the shoes trying to get ones that fit Dess.) The Dreemurrs and Holidays were connected by having a human child.

The sacrifices are meant to extract monster souls like Undyne, since Carol and Kris are not planning on “bringing Dess back”. They both know she is alive in the worst kind of way. They’re feeding her monster souls from the townsfolk to empower her, to turn her into the angel banished with heaven. And the bunker is meant to become that banished heaven, meaning Undyne is meant to stay alive in there to be a part of it.

The whole set up is this
>Roaring
>The entire town goes to the bunker for safety
>Dess extracts their souls
>Kris and Susie have to sacrifice themselves to stop her.

He wasn’t supposed to be… He died far too young and only sees who he really is in the dark…
