One of QUILL's main rules is that adept members do not use their powers to kill nonadepts. Killing another adept is okay, even if they have weaksauce powers. It's why GV never kills nonadepts. Also why Eden calls QUILL a bunch of idealistic hypocrites.

I like Cope in GV2. He's more evil than many of the Eden members, he just has fewer means to enact his ends.
