I like to think it's because it's a small city. Less like an actual city and more like an ant farm or diorama. You have the cool science lab, the cafeteria, the roads, the trams, the offices, the living quarters. It helps that everything is a little wacky in there so it feels less strange and more interesting. You wanna know more about it since it feels so massive.

It seems Foxy was a creation of Edwin for the studios automated TV show creation software. Probably just one of many established pirate characters they had for it (Roxy, the plush he made for David, etc.) Chica seems to have been a Fazbear or MCM spin off company, or a rival absorbed by one of the companies at some point that MCM did the design work on. All of MCM's properties are owned by Fazbear now so they probably wanted to take the more popular characters and set up an established restaurant to run alongside Fredbear's (which lines up with existing lore on when the gang was created). This also applies to Roxy, Helpy, the STAFF Bots, Springlocks, and a shit load of other things.
