Every card game but MTG does it. Yugioh will also print cards into the ground, and release starter decks for dirt cheap.
I would say the trade off is in those other games they basically soft reset the format with bans every year, so cards never retain their value anyways. Except now MTG is doing that too. They just had to ban RDW from standard, and will probably have to ban vivi cauldron by the end of this year too.
