The problem with the Tau, fundamentally, is that they bring the worst kinds of fans into the game.
When you think of the Imperium, you think of giant walking cathedrals with holy weapons and living machine spirits anointed by sacred oils. You think of ancient sorcerers dipping into the magical powers of the collective psyche of humanity to bring forth reality-bending changes. You think of holy warrior demi-gods wreathed in gilded armor taking to the field with a divine brotherhood and warrior code to engage in a sacred and ritualistic slaughter.
The Imperium, along with every other faction, is mystical, they're sacred, they engage with the fantastical and religious elements of the setting.
And then you have the Tau, who look like they just wandered in from a military sci-fi setting, and think everything can be solved with bullets. It degrades the setting by having them immediately be slaughtered to a man for their hubris.

When you have Space Marines showing up in large numbers for even minor crusades against tiny xenos factions I think it's fair to say that the Imperial Guard is largely just to hold the enemy in place long enough for the Space Marines to arrive. Sure sometimes they win on their own but very frequently they need help even for small actions.
