Because it hasn't been printed in a Standard legal set. The new one is in the set FCA, a Final Fantasy themed bonus sheet. You can see in the bottom left corner. Only FIN cards are Standard legal.

This art looks cool but I have no fucking idea what it's supposed to be. And I say this as someone who's played a number of FF games (but not 13).
