They don't have to. It's extremely easy to monitor this entire website automatically. I have very simple python scripts that took all of like 45 mins to write that can and occasionally do scrape this entire website, just as a casual hobbyist with a low end computer. Besides this isn't just a conspiracy theory, there's a good deal of evidence that USGOV and intelligence spooks have been very much interested in 4chan for at least the better part of the last decade. For example the picture with Hilary Clinton talking to intelligence officers and in the background they have a bunch of 4chan posts taped up to the bulletin board. You're retarded if you think they just ignore 4chan. They're more interested in the more niche and extremist imageboards like infinity Chan, but you'd be beyond delusional to think they give 4chan some sort of pass.
They rather keep all us spergs and malcontents contained in one easily watched location. It's the ONLY reason this website still exists and hasn't been shut down after all the controversies, spree shooters, random acts of violence etc that users here have been responsible for. I mean ffs a large number of manifestos were posted here before the shooter went postal. Use your brain dude.
