Keep in mind that this is a world with a confirmed afterlife and ghosts running around. Your soul really matters.

Voldemort was pushing the boundaries of known magic. He had to stop somewhere with horcruxes and since 7 was a magic number he thought that might somehow make him more powerful. He used valuable objects for the same reason. He had no way of knowing what would help because this was such unexplored territory.
