Every build in 3.27 is objectively weaker than any build before 3.19. If you ported the average meta build from Delve or Legion (the items, gems, passive tree, everything) didn't change any of them and put them as they were in 3.27, it would clear Juiced T17s and Pinnacle Uber Bosses with ease.
