Funny thing about MA, ALL of their government is run by the military. Apparently it's always been that way. Hugo in Torna says that every Imperial ship has to double as a seat of power for the Emperor so they can function as a military unit no matter where they go. Although each secretary is changed out every few years to avoid monopolizing power. And while some people love Emperor Niall, others fucking hate him. One of those terrorist groups keeps trying to kill him and replace him with someone else. It makes me wonder though, what was the Emperor before him like. Because Gormott got kicked in the balls so hard they can't fight anymore. Emperor Niall was ready to share ownership of Gormott with Uraya as penance for the snafu on Temperantia.
