The Chinese military are a bit of a mystery, but keep in mind that one of theirs like a thousand years ago wrote a book that said "appear strong when you are weak" and they're currently flexing all over the world in all aspects, not just militarily, literally constantly.
But who knows? I personally think that apparent Chinese upward trajectory is less due to Chinese talent and more to continued Western complacency.
