People forget that ZZZ is a post-apocalyptic setting. All that remains of the planet is like a small country's worth of land at most, and you can bet your ass that refugees from every corner of the planet went there when the dark wall was consuming everything. Those refugees, as we see them in-game, are people with various ethnic backgrounds. Furries. Elves. Literal demons, even. They might have integrated into society on account of the current state of things probably being at least a few decades old (with it only getting worse in the past 10 years due to Hollow Zero), but it's not unlikely for them to come from the stereotypical cultures you imagine them to have.
So who's to say magic isn't part of the setting when shit like Tailless already existed? Mystic arts, whatever Lucia's doing, all these things could just be remnants from cultures that have more or less been absorbed into New Eridu's and fell out of practice or outright replaced due to scientific progress. I think it's fine if "literal magic" exists in ZZZ's setting because the setting itself invites it, but given the circumstances of the story it should not be a common thing at all.
