40K is simply an outright inferior setting in every way to WHFB, no faction outside of the Imperium forces matters, is relevant, or is written well. Even character wise it's not even close, the Eldar will never have the equivalent of the innumerable outstanding Elven Princes, the Dark Eldar will never have anything even CLOSE to Malekith, etc. 40K is and always has been about Space Marines and to a lesser extent their sidekicks in the rest of the Imperium, and if that doesn't work for you the setting will never be appealing. GW has never managed to make any of the xenos in 40K interesting or fun in any way shape or form, and they never will.
