I hope you fully realise that a new good Fallout is simply impossible. Fallout 1 and 2 were flukes. New Vegas can literally be considered a miracle.

Fallout 4 has a lot of interesting mods
The only thing Skyrim has going for it is porn mods

Building settlements in F4 is way more comfy than anything in Skyrim
>They went for more of a looter shooter kind of gameplay and the NPCs feel dumber, they just stand there to give you quests
>In Skyrim you feel they have some kind of life routine going on
