Kubo didn't want to kill any Shinigami in the Arrancar arc so the Hollow power level in the story is hard limited right there.

It's amusing how bad it got over time. As late as Soul Society arc regular hollows are a threat if not taken seriously.
Fast forward to the Arrancar arc and the peak Hollows in the series are all useless jobbers who can't kill or seriously injure a single Shinigami. Well Wonderweiss fucks up Ukitake but he's an Aizen experiement.

Stark was only allowed to be #1 Espada because his personality means Kubo has an easy time writing Stark not killing anyone. Look at the writing gymnastics Kubo had to do with Barragan to justify Hachi and Soifon and fucking OMAEDA not getting dusted.
I assume Quincy got a pass because its the final arc.

All the Quincy being comically evil like something out of a edgy bashing fanfiction had me checking out of TWBY pretty quick.
Why are the humans fighting a war for the survival of their race more evil to their own people than the eldritch soul amalgamation abominations?

One fanfiction I read wrote that Yhwach's Quincy are all insane due having an extended lifespan and their brains are breaking down from being alive so long.
But Kubo doesn't offer any kind of explanation, the Quincy act like something out of a propaganda hit piece Seireitei would release.
