They knew Olga may have been somewhat special since they found her using her powers, if I remember correctly. Still, I read a lot of Zonda's behavior as true to herself. She was really getting into the “Love Striker Strategy,” even narrating phases of the plan like a little kid, to Gibril's annoyance.

Ironically, she was one of the more moderate voices in Eden. When Gibril and Asroc were calling for reprisals after finding an adept massacre, she told them that random mayhem wouldn't save anybody, that they needed more LOVE and less hate in the world.
