Skip shift only only prevents you from 2nd or 3rd while at low throttle in 1st. They want you to go 1->4. Going more than about 1/3 on the gas or going above 3500rpm will let you bypass it. It sounds more like something is wrong with OP's. I've never been denied a shift.
