You're overrating Cthulhu so much.
There is nothing he's ever showed doing that a mid-level Archmaster with no Spheres / Arcana higher than 7 or 8 couldn't do. (granted, I'm way more knowledgeable about CoD's Archmasters abilities than WoD's, and I remember that they're different. WoD Mages might be weaker, I don't know).
Even the whole species of Deep Ones Cthulhu spawned are pretty cute strength-wise compared to Vampires, which is pretty much implied to have been created (or could have theoretically been created) by a "mere" Death 7 Archmaster.

Replace the Paradigms by Dark Ages-like Fellowship. Six would cover mostly everything:
>Technomancy (hyper-tech man-in-black, mage hacker, etc)
>Shamanism (nature spirits, voodoo, etc)
>Witchcraft (folklore dark magic, sacrifices, blood, etc)
>High Ritual (pseudo-scientific ritualism, complex diagrams and incantations, hermetic magic)
>Social Magic (wordplay, mind manipulation by esoteric cognitive science and exploiting bugs in human brains, etc)
>Eastern Magic (Qi-based magic, martial art stuff etc)

Give each Paradigm five Pillars-like disciplines that fit their lore and aesthetics.

Have Paradox works roughly like V5 Hunger dice

Give some SCP-flavor to the Technocracy, make the Traditions way less organized and well defined. No more 9 well defined organizations, make the Tradition an association of a myriad of cults, mystics, occult organizations and cabals from all over the world in a huge underground network
