As much I know, that was confiscated ammonium nitrate. From ship, which broke down and was deemed as sea unworthy. Ammonium nitrate stayed in port for several years, there was some warnings from employees, which got ignored. Untill fire in neighboring area broke out, and spread to place where ammonium nitrate was stored. As it was more dense (several years to settle down), explosion was easier to spread.
At event of incident on /pol/ was several threads where tried to attach it to Israel, but from available info, it looks like classic case of bureaucratic negligence.
