They seem to be picking up momentum now with advancements in technology. The only credible theory for that is climate change and global warming. But I've heard some wild theories out there, like the US having nuclear powered transmitters that can emit the same amount of energy as a one megaton nuclear bomb and can basically store infinite amounts of energy to direct into a microwave beam maser to shoot invisible beams of light down to Earth to cause massive tidal heating. Basically a weapon of mass destruction hidden in space. The only problem is that you'd need waste dumps and large antennas and it would be too big to go unnoticed by space agencies. Another theory is that the US govt has scalar weapons and invested in Tesla technology that can influence weather to the point of forming/controlling hurricanes. That I don't know about. I know that Nikola Tesla had invented mechanical oscillators that used mechanical vibrations instead of electromagnetism to transmit wireless energy. These could cause bridges to shake, and thus rumors of manmade earthquakes (technically possible, even something as simple as goldmining can cause that due to the seismic radiation as affected by gravity). Scientists can make tornadoes in a lab, but I don't know how putting one in nature would work exactly. I do know that HAARP's ionosphere research labs produce artifical auroras and fire rainbows.
