Because heroes that can take a more active role in pressuring the enemy are less reliant on their team.
A Mag sitting and shooting at the other Vanguard or being out of range of enemies will not have the same impact as a Cap diving the enemy backline and either killing a DPS/healer or distracting them when both teams are fighting. The latter breaks down the healing for the enemy front and midline which makes it easier to kill and push through.
Same reason why other divers have so high winrates.
