Angela is a stance character:
Bar under reticle is some sort of damage boost that gets activated when max. Flying passively builds it, builds faster with more speed as well as blocking with the 300 shield that can be used at anytime (right click).

Flight Mode:
Primary is a spear poke. Nothing special except damage seems to be huge when meter is maxed so you're supposed to joust.
Shift speeds her up and give her a Reinherat charge with a lot of displacement.
E have her slam to the ground and switch to Axe Mode. If meter is maxed, it seems to generate some sort of AOE field that gives her damage boost

Axe Mode:
Her Axe is boosted in the AOE field from slamming with huge damage for 2-3hits.
Her axe gives 30BHP per hit, seems to hit twice a sec.
E have her jump up and go into flight mode. Seems odd that it has 12s CD so if she commits to the ground, she's stuck for a while.

Ult throws out a deployable that have a suction effect, then slams in. Binds the enemy to the Spear and slow and DoT them until they destory it.

I think all tanks except for Strange will be able to counter her easily if her gameplan is just to jouse and try and displace only, her axes don't seem to do jack.

Angela's weaknesses I've been able to spot

Yeah Flight in general with no ranged kind of shoots her in the foot automatically, every time I play a flyer them being up in the air is one of the main reasons I get tapped out.
