Ok, the dxvk.conf line is
dxvk.enableGraphicsPipelineLibrary = false
This was an issue with ENB for me for a long time, and I just ignored the warning and played the game as normal until I found this fix.
also try the latest proton-GE, I get way better performance and little to no stutter on cell loads with it compared to 9.
