They do explain what's causing them at some point too (and it's key to Char's motivations throughout the franchise) but again, I'm not going to go through episodes that you're looking at your phone too much to see everything in. I'm afraid to say that they don't explain what the hypothetical tax policy of a newtype run world would be though.
