looks to me like it can still stun them.
when overseers are under the stun effect they put their hand on their helmet and you can see them doing that after getting the second zap. If only one or two bolts hit it it takes more but the blitzer is still capable of stunning overseers. Hell I've even included the blitzer stunning two fleshmobs, an enemy most people believe can't even be stunned at all.
