Ariya was rejected by the direct ancestor of the emperor, while Kaguya was the one to reject the emperor and every other noble, so yes, obviously.
Though it's not implausible that Kaguya's power directly derives from Ariya's, anyway, since the Lunarians clearly placed great value on it and duplicating it would be of great concern for their continued existence.
I'm surprised that I haven't seen any art of them together, though, since you'd think people would make connections between them pretty quickly.
