It's not simply that they don't view PC as a vaible platform, it probably has more to do with how multiplat is the meta for modern releases and everyone tells you that platform exclusives are dead and no longer viable. Even Inti Creates in the image I posted spells out this sentiment.

No one wants to release platform exclusives any more because they see it as bad for business. Just a month or two ago this one PC game, Ready or Not, announced it was getting a console release after being PC exclusive for a while, and censorship was required, and they decided to backport the censorship to the PC version instead of maintain two separate versions, and it caused pretty major backlash.

I imagine Majogami is just a timed exclusive. If they didn't care about multiplat and were willing to just drop Snoy and Kekbox, they would have made Gal*Gun 3 by now instead of those censorship-compliant spinoffs.
