It’s going to be weirder since Papyrus is the actual sibling of Ralsei, but okay, it will be covered later.
Spamton and Tenna are supposed to be the more direct parallels of Dess and Asriel and how they interact with Kris.
Tenna/Asriel defends Kris from seeing evil things. Spamton/Dess secretly allows Kris to participate in these dark interests and have made a deal/promise with Kris that eventually ends up with them becoming the angel, wanting to reach heaven.
So when the Tenna and the Pipis situation is involved… this reflects on Asriel and Dess’ having children, and it being a secret Asriel is heavily ashamed of. So if Dess ends up in the dark with life inside of her, she disappears and her children are forgotten. It’s a secret that only a few people will know, including Kris.
Which is why Kris is completely disturbed by Ralsei and the Forgotten Man (Papyrus), covering the latter with a red tree (representing Dess). And Ralsei secretly singing “I’m with you in the dark”, trying to call for his mother…
So both Ralsei and Papyrus have egg (pipis) imagery representing them as children. Which makes the Pipis in the Spamton/Tenna room ominous to how this will affect them when they actually see their parents.
So you have examples like this occurring from time to time… Isn’t that fun… the lone egg in the fridge. Kris acts as if the the fridges are Dess at times, hugging them.
My guess is that what brought Dess to life also brought them to life. Sans only retrieved Papyrus and no one else, and he foolishly went back to town and left his eyes off of him. Likely searching for the rest of the town’s entities.
The one thing Sans says about Papyrus showing up is,

Which is really really weird. And only makes sense if you investigate the Forgotten Man (Papyrus) Valentine and how the Pipis reacts to seeing images of Tenna x Spamton.
