I've been thinking this ever since chapter 2 came out that we'll at the very least get a papyrus-esque if not an outright papyrus fight in deltarune. My suspicions for it only grew more in these new chapters with stuff like gerson coming back, reverse undertale theory getting more evidence, the goner maker name list and the lack of Papyrus in game so far, I'm thinking he'll show up in chapter 5 due to Sans importance to that chapter with the whole situation between him, Asgore and Toriel. Sans did say his brother would show up around the time of the festival and like you said, it would fit the mold for Papyrus to finally get a serious fight with his special attack, my bet is he'll show up in chapter 5, 6 at the latest.
