I really like Annie on paper. She has cute skins, she has cute little psycho girl energy, she's still s1 coded despite the few changes and her theme (bioshock big daddy) is very cool.
Gameplay wise, she has a cool kit, though I guess you could say her pet doesn't do much once casted, plus she's a low cd champ so you're tempted to get cdr to proc her passive more often, but while your pet is alive you cannot recast it before it either dies or his timer runs out, which is often longer than her R cd, effectively having her R spell ready but being unable to cast it... Which really sucks. Should she be able to cast two tibbers instead? I think that would be super cool...
Plus despite being a burst champ which builds off of malignance and stormsurge, you can also play her dps with cdr, rylai bloodletter battlemage for utility and survivability, rylai gw that tibbers applies, you can build liandry and shred tanks... There's versatility... Plus her E being a burst of ms works like Ori's W and allows you to roam the map...
Now the issue is that she has HUGE manacosts, try to go cdr and you'll get oom fast. Very similarly to ori, building tear sounds mandatory, but contrary to ori she can't space and poke nearly as well... Which makes sense considering she has a point and click stun.
Still, I think Annie is underrated and it was refreshing seeing her in proplay.
