Trolls are the original race that pretty much caused their own downfalls enough that by the time the Nelves came around, they were pretty vulnerable.
Had the incident at the Halls of Origination that made the place blow up with Lei Shen and the Zandalari splinters inside, there'd probably be a pretty hefty chunk of the original Troll empire still around that even Azshara's bullshit could've been overwhelmed.

As for the modern day, hilariously Rok'han is probably the only leader with any credibility these days. The Heritage quest not only actually dived into heritage, but he was showing himself to be the leader the Darkspear sorely needed without Vol'jin anymore, actively working to bring some old and forgotten Loa back into the worship. In particular the one that the Shadow Hunters got their abilities and powers from. In the long run, that would be a pretty huge benefit for the Horde as a whole given how much the various Darkspear specialists have been doing in each major campaign. Renewed worship of the current ones and ability to train new ones is pretty big, all things considered.

But hey, watch the modern writers completely forget and/or ignore that. What're Trolls going to do in regards to whatevers currently happening in the Amani lands in Midnight, pssshhhhtt, useless Darkspear, Blood Elves and Nightborne are the problem solvers of the Horde now.

I'll say that's partly fair because the Rexxar campaign was kind of a big what the fuck for the game, Rexxar being the title and Chen being the even weirder addition being memorable.
STILL, for what little Rokhan even said in that campaign, he's been relevant enough to still be all through WoW. Minor roles granted, but its hilarious that they've currently got Turalyon on the thone in Stormwind. Comparitively by their total screentime in the series, Rokhan is more relevant than he is to represent leadership.

Also as isolated as the events of heritage quests are, he was pretty fuckin' based in that.
