It's made by a man who truly loves video games. Toby knows how to play with player expectations and does interesting things with secrets and stuff that will appeal to you if you've played a million games. He does this on top of a very polished and fun game. Don't let the goofy character designs fool you, that's intentional. There's a ton of polish in the graphics and everything else. Bunch of little animations and details.

Basically, everything Toby Fox makes is pure soul.

Goes a bit deeper than that. It's very intentionally cultivating that kind of vibe. Not just creepypasta stuff, but super hidden content and glitches in general. You can tell Toby grew up spending a lot of time reading on GameFAQs forums about how to find the Triforce in Ocarina of Time or how to use the Ice Key/eggs in Banjo Kazooie. That and weird glitches like Missingno. in Pokemon inspired it as much as creepypastas I'm sure.
