Not objectively, no. Different periods of animation are fundamentally different from each other in every possible aspect, specially the animation and writing. You can't pretend to compare a show from the late 80s and a show from the early 00s without handicapping one or the other... and this is while omitting the fact they are two different pieces of animation by themselves, at that point there is nothing to compare between the two.

Anon said "Which is better", not "Which did you enjoy better?" If we were to boil this down to opinions, then we can get away with making odd comparisons between pieces because the comparable factor is "personal experience", and even those wouldn't be an indicative of any objective conclusion.
On that note I enjoyed Hoshii no Kaabii better; it doesn't make it better or worse than Super Show, but the experience was more enjoyable for me.
Comparisons are a funky terrain when differences outnumber the similarities, but not many people seem to know that very well.
