It depends on the game; I've had at least two games not uninstall after refunding (got them for free), and in both cases it was an issue with the devs not setting up the game properly rather than with Steam.

You pressed the "remove beta" button. It's up to the dev to decide what that entails, not Steam; they're the ones who made those files and wrote that code in the first place. Steam doesn't magically dictate or know this. They didn't make the game.

This is dependent upon whether you've found both Point 1 and Point 2 to be non-issues, for at least one of which you haven't. I would suspect that you might have come to this conclusion if you were not a pigmentally-challenged phoneposter.
