Because of fragging in Vietnam. Most soldiers don't have weapons on the base. They are locked up. That makes them sitting ducks if you kill the guards at the front gate first or the guards go rouge. This was a problem in Iraq where bases were ambushed at lunch. Because of contractors using food trucks there was no indoor mess hall built quickly enough. ZOG bots on bases are sitting ducks once you kill the few guards!
