Like many things in XIII, it was all just too little too late for them.
Or maybe they wanted to autistically abuse the economy and it was difficult to do so?

I think something I tend to really appreciate in these games when it is done correctly is the way that JRPGs really escalate in quality the longer and longer that you play
As the mechanics evolve alongside your toolset, the game presents greater and greater content that synthesizes with the storyline and it builds.
Reaching the highest level and hitting the highest number while summoning the strongest devil to punch the strongest "god" is the highest peak and it's always reserved for the end

Many people would say that a lot of games have that 'peak' and it's usually during the first half, where the gameplay systems and the narrative reach their fullest potential and then the rest of the game is just playing catch up while failing to reach that same level of consistent quality.

But in Final Fantasy games and most good JRPGs, I appreciate the way it continually peaks on top of itself, that's one of the major appeals.
Reaching Gran Pulse/Archylte and realizing I was basically playing a completely different game now was the "ahhh, so this is what they were hiding" moment when it all came together.
There in that field the game peaked for the third time, after the Palom Polom sequence ending with the Skytank, and then the Palamecia with Barthandelus.
And then it peaked again on Eden and into the finale. It always saves the best for last, and it really rewards those players who are able to stick it out.

Fuck, I love Final Fantasy.

The motherless migrant doesn't know who or what his enemy even is, let alone what they are saying. It's just shadow boxing, again.
