Tails' entire character motivation from his introduction is that he was bullied and saw Sonic, the embodiment of freedom and coolness, and wanted to be just like him. He followed Sonic. That's the literal premise of his character.
This grew into a partnership, but the foundation is him being a follower who wants to emulate his hero. His entire independence arc in SA1 was about learning to be a hero on his own, like Sonic. His identity is inextricably tied to Sonic. His growth in confidence and ability throughout the first adventure title is directly comparable with Amy Rose's, too.
Tails and Amy both have lives outside of Sonic, but that doesn't undermine the fact that their relationship to him and desire to receive his affection and attention is a consistent and defining trait for both of them. Unlike Cream, who is content merely accompanying Sonic on his many adventures.
