It really does feel like that given the game's graphics quality.
They can absolutely pull off better but they didn't. So they're stuck with the art style they started with for the sake of consistency.
Though it's not like Jap developers are notorious for sucking at presentation given how Atelier Yumia's graphics look like it came out 5 years ago.
