2.4, 2.5 overture and 2.6 all involved corruption within the noble houses, and power struggles, with 2.6 having the senate trying to create a puppet governor to regain power. It's just that it's more of a background for the characters, just like ragunna's religious persecution and censorship. Rover is there to save the world from the lament, not fix politics, that's for whoever lives there.
