Have you seen cartoon kitchen fire episodes? They're toons, they don't know how to actually handle shit in real life or how dangerous improperly handling is.
If anything they probably froze because a big part of living in the real world is drilling it into their heads to NOT attempt anything in these situations because cartoon logic could very easily make it worse by spreading the fire beyond containment.
If I was in charge of operating this facility that's exactly what I'd do and why toons are supervised by handlers at all time, if anything they're actually very smart for following the rules despite probably wanting to try and handle it themselves to not get their handler in trouble.
